MIN-MAX-99 Data compression algorithm

A whole new data compression Algorithm named "Min-Max-99" was discovered accidentally in October, 2019, while doing some probabilities tables.

-The Min-Max-99 algorithm was able to compress up to 8 GB of data from any type to only 10 KB . 

- The Min-Max-99 algorithm still in test because it is very complicated.

-We will release it for public soon in the next coming months with more details
